During the Black Widow press conference, Marvel Studios President Kevin Feige said he was looking to shake things up regarding the future of Phase Four of the Marvel Cinematic Universe.
“Of course, this film and this story are a special case for Natasha. But the idea of exploring the past, present, and future of the MCU is certainly in the cards for all of our characters. “The tale of this particular cast is so personal and unique to Natasha.”
A phase which, moreover, depends only on him. He said these kinds of movies would only happen if the story is creatively compelling enough to warrant a prequel. This seems to be the case with Black Widow since her reasons for making this movie are clear.

Black Widow, a project that started in 2016
The Natasha Romanoff story movie project began in June 2016, shortly after the release of Captain America: Civil War. Taking the form of a prequel, the film begins to be developed the following year and filming begins in May 2019.
