However, it appears that the World Government is playing it safe this time by dispatching one of their agents to personally kill Luffy, who has been fighting Kaidou for some time. Luffy and Kadou are vulnerable because of their current situation. But, because he has a Zoan-type Devil Fruit power, Kaidou already has an advantage in stamina, which he excels at.
The name “Gomu Gomu no Over Kong Gun” suggests that Luffy’s new attack is an improved version of the Kong Gun. Luffy will use it in conjunction with his Haoshoku Haki this time because it is a new power he learned in Wano.

“Winners Have No Excuse” will be the title of One Piece 1042. This appears to refer to the outcome of the battle, though who will win is unknown at this time. For the time being, we know that Kaido’s only weakness is visible in his dragon clouds, which Momonosuke has managed to seize.
His next weakness, as a Zoan-type Devil Fruit user, will be devastating. For the time being, the odds are stacked against Luffy, who is engaged in what appears to be a three-way fight with one of the CP0 agents who is already distracting him. As a result, Luffy finds himself on the roof with Kaidou and the CP0 agent, both of whom want him dead.
It’ll be interesting to see what happens and how the chapter title ties into the outcome of this fight, which appears to be impossible for Luffy to win.
