The final scene with the ax strongly implies that Betty was killed by it, which would explain all the blood spatter around her.
If Candy murdered Betty, the murder weapon being an ax would also explain Candy’s disheveled appearance when she leaves Betty’s house.
Finally, a shot would almost certainly have been heard in a quiet neighborhood. Because none of the neighbors report hearing gunshots, it appears that Betty was killed by the axe rather than shot.
Candy murdered Betty, and she is now overwhelmed by the potential consequences of her crime. Interestingly, she appears to find comfort when Alan informs her that Betty was shot and killed.
This implies that Candy did not use a gun to kill Betty, and she appears to believe that if Betty was shot, she will not be held responsible for the murder.
