The President was aware that Kenjaku was requesting his permission to stop using Japanese people as research subjects.

The US President is upset with Cyrus for having the notion to kidnap people for research.

The President then inquires Lieutenant Gary regarding the number of troops required for this mission.
When Gary inquires about the man with the white hair, Kenjaku replies that he will be sealed in November.
Gary asks Cyrus if a dozen Wizards are sufficient for his research and replies that one battalion will suffice for this mission. Cyrus accedes.
The Japanese, Gary continues, lack strength and guts, so it will be simple.
Kenjaku requests the deployment of at least 800 troops.
Gary makes fun of Kenjaku and claims that Japanese people are not timid and frail.
Infuriated, Uraume says, “Let’s try then.”
They are wizards, according to Kenjaku, and there are 15 soldiers outside.
